Guido Brinkel leads Policy and Partnerships for Germany and the Central and Eastern Europe (CEE) region at OpenAI. Previously, he held senior Government Affairs and public policy leadership roles at Microsoft Germany, United Internet, and the German digital industry association bitkom, where he worked at the intersection of technology, regulation, and public policy. Guido is a fully qualified lawyer, specializing in Internet, ICT, and media law, as well as AI regulation, copyright, and data protection.

He has authored several academic publications in these fields and frequently speaks on technology governance, AI policy, and digital transformation.
